They are testing different shapes to maximize mpg… usually once they’ve found the right shape, they fabricate the shape with fiberglass. Let’s hope this isn’t their final design.

It’s a hyper miler. Folks that made aerodynamic mods, over inflate tires, etc. to save a few gallons of gas.
