I’m sure it works, but it probably only cools 3% better than the fan alone. Wouldn’t it be less work to get a job so you can buy an air conditioner?

Looks more like the beginnings of a home-made still.
I would say its more of a radiator that is cooling the contents of the cooler. like how a car fan cools the water for a engine
