Not white Trash Repair, I’ve made a few of these over the years. Really easy and inexpensive way to move stuff around on our factory.

Looks like a flat-bed cart to me. Four wheels, axles, brackets, steering pivot, handle, and a thick piece of wood. Someone obtained the proper components and made a cart. Good as anything anyone could buy.
