I believe this is the result of the rush job the crew had to throw together after the renovations from the massive flood that put the shopping center underwater. I’m sure the building owners have plans to pretty up the repairs after the get some revenue from rent, the insurance companies didn’t pay out much to those of us who suffered the flood.

I see two check valves and three shark bites connectors. They had to have needed build it in a hurry. As for the PVC pipe, it would have been easier to just take the lid off the toilet. Still the hole thing is really weird.
