you can clean circuit boards with water but you must make sure it is completely dry before you power it up!

That’s how I got my first 386 computer. A friend had bought up a pile of burned PCs and I picked through them until I found a likely candidate for a rebuild. This was all out in a field. I got my computer chassis and scooted it off just like this picture and as another commenter said I let it completely dry out. Put in a hard drive, bought some memory, stuck it all together and boom, my first post-XT computer. Great times

Not a problem if you let it dry, and don’t use salt water. I used to take keyboards apart all the time and wash them in soapy water. Great for cleaning all the nasty out of them. But now they’re a dime a dozen and not worth the effort.
And generally, water itself is not very conductive. It’s the junk in it (salts and stuff). Plus, at low voltage, there’s going to be very little conducting anyway. If it was running, it may act a little flakey, but it’d come back up. The power supply is a different story of course.
