Actually, PVC pipe bunk beds are pretty strong. Check mark.rehurst.com, where he’s made a loft bed using 2″ schedule 40 pipe. He says that it easily supports up to 300 lbs, and that he’s had the bed for years now.
Not sure about the height of the top bed, though; he did have a maximum height. And I’m also not sure why those straps are there. But other than looking really messy, it could work well.

I might let my kids sleep in a bunk-bed I made, but I’d use schedule 80 PVC. I wouldn’t let my kids sleep in this bed.
If that was made for cats, then it’s fantastic.
If it’s for kids, then I would get life insurance policies on them in anticipation of the “accident”.
