I don’t think that would work very well in a heavy downpour because each one of those bottle necks would act like… well a bottle neck and back the water up. Plus when they all started backing up, the weight would become very heavy and collapse the whole thing.

2 litter downspout, because it started out as litter. This is what happens when recycling ends up in the gutter.

The narrow openings would most likely cause a problem during a heavy rain. However, if the openings were widened a reasonable amount it might be very effective.

Well, the bottles farther down in the chain would not backup because the amount of water feeding any bottle would be the same as the amount of water which could exit that bottle.
The first bottle in the chain would fill-up and that weight might pull the whole thing down.

It looks like only the first one is from a 2 or 3 liter bottle. The rest are cut from 16 or 20 oz bottles. If you’re going to go through all this trouble, why not clip the bottlenecks off to increase the maximum flow rate?

If the flow rate is too much for the first bottle neck to handle ONLY that one would over flow as the rate for the rest of the bottle would remain the same given that the bottle necks are all of the same size.
