This is actually perfectly legal in the Netherlands for the day, you get a imported or new car checked and registered for the first time. You get the code online and just draw it your own 🙂 I guess the story on the picture is, that someone bought a car from Germany (plate holder), exported it to the Netherlands and is now on his or her way to get it registered.
