I agree that this is dumb, but grinder sparks aren’t going to burn through the side of a steel compressed gas cylinder. Even if the sparks burned through the rubber hoses, it would probably just burn and not blow up.

The sparks usually immediately cool upon landing on something. Even against bare skin they usually aren’t more than irritating.
While those cylinders are likely for a torch there also is a chance that they are shielding gases for a welder and thus pose no fire risk at all.
