DWI should involve a potentially dangerous vehicle. Honestly I don’t see that
he was endangering anyone, its basically an empty street, people would see
him a mile away.

Obviously staged. Things like this have been staged by I believe it is Tom Mabe. Still not as bad as what you really see out on the roadways.
Why is the police guy getting so mad a brutal at him? I mean yeah he should teke him from the street but why so rude? Does that built trust and respect? probably not.
