Just for the record, that is a tank of Freon and not a propane tank. Still one has to wonder why there is a freon tank strapped to the back of whatever that is.

I’ve seen people convert these tanks to hold compressed air to pump a tire. Maybe he has a leaky tire?
It also could be a 30lb tank of R134. Which is quite pricey (almost $300) to be strapped to the back of a scooter.
the freon tank is for the AC, duh. the box is in case he falls off… safety first!

R-22 is NOT Freon, that is a brand name, R-22 is a REFRIGERENT, used in AC units, typically home units.
