    Yes that is an A/C condensate drain from the coil.

    or if you have a 90% efficent furnace that is what you use for a vent

    Heat Vents are generally 2″ diameter pipe to prevent any chance of backflow of the carbon monoxide. That is either a drain or Dr. Death recommended the design.

    Heater vent or drain pipe, that is what they use for your furnace or (in some cases) hot water heater exhaust stack.
