Russia, or Ukraine. They LOVE this there. I saw one on http://englishrussia.com/ where just about everybody in the building did this, but not to this extent. Insane.
picture has been condensed too much to tell if it were ‘shopped, but it does look rather like Eastern Europe. i could believe it is real.

it’s real. part of that “resolution issue” is the SNOW in the picture. besides, if you’re gonna photoshop something like this, why put a dip in the slope of the roof? why not make it completely perfect? besides, where else but eastern europe would you find satellite dishes that big on an apartment complex?

I think it’s real. I’ve seen a different picture of the same building – close-up of where the addition meets the main building.

Not shopped, it is in the Ukraine and has been like that for almost 10 years. In some of the better pictures I have seen of this building you can see a fire escape ladder that goes through the “addition”.
