If you look at the curb you will see where the driveway was. It has been moved, or the area was filled in behind it with the planter. Not sure why someone would do this but it’s clear it wasn’t caltrans.

Look closely. The pinkish strip is neither a public street nor a private driveway. It is a pedestrian walkway. Not only does the pole NOT interfere with it, you could argue it was put there on purpose to discourage cars form entering

I agree, it’s clear the pole as there first and someone built a fence across the driveway. Even if they could get past the pole now, they’d have to drive over the curb. I hope this is just a walkway now.
