    There are no gutters on the house. I would be more concerned with someone or something hitting the electrical line. Where I live its illegal to have a pool under an electrical line

    Actually those are the Cable TV and Phone lines, not the power line. An aerial Power feed would attach to a mast that extends above the eave.
