Just guessing a scenario; it’s from a limo fleet and got smacked when parking or in traffic. Quick fix to keep the car in service and the clients will likely never see it, especially if the driver stands towards the rear of the car. For that matter, the clients will likely usually get in on the other side anyway.
A stop at the dollar store for some white tape would have been preferable of course
