i am from austria/germany. this are temp plates. he probably only drove this car for a day or so or even took it out of his own shop and didnt want to screw something in the actual license plate holder so as not to reduce the value of the car. definitely a fun picture, though! seems unprofessional to say the least!

Duct tape on the hood would reduce the value far more than screwing a plate on in the right spot.

The yellow part on the right of the plate shows that this is a one day temp plate, valid on Jan 22nd 2012 only.
But tape on the car??
These temp plates usually come with some clamp on brackets.
