Looks to me more like thats his ‘garage’, since those fence posts look pretty firmly planted in the pavement. I would also go so far to say that I would guess that isnt in the US either. And Im kind of wondering if it isnt actually a photoshop.

I think it’s a combination of the first and third posts. Bad neighbourhood in another country. As for photoshop I would say that’s a real good one if it was.

it looks like the big 4 tubes in front are a counter weight and the whole thing goes up and he can back it out from underneath it and not loose his parking spot.
