Keeping the pipes warm

“Spotted this in the public women’s restroom in Randsburg, CA.   Apparently this is so the pipes won’t freeze in winter.”

    I don’t think duct tape keeps pipes from freezing.

    That’s the claim. (I took the picture.) I guess there’s actually a lot of insulation under the duct tape, but you can barely find the handle for all of that stuff on it.

    If the toilet needs insulation to keep it from freezing, then the seat is too cold to sit down on. Ouch… I’m stuck! Help!!!

    I believe this is so you wont hurt your back when you sit, ( to avoid lawsuits ) notice there is no seat cover, or tank, that pointy valve would get you right in the spine if it were not covered.
