“I got on an elevator at JC Penny in Lubbock, Tx and had a concern if I was going to make it to the 2nd floor. The floor was patched with a piece of cardboard and clear shipping tape. Nice job but still scary, wonder what it is covering up. Did not look.”

I’m sure it’s just covering missing or sticking up tiles that could trip people.
Actually, it’s probably there to not mark up the tile while heavy carts move furniture and racks from floor to floor during their redesign.
